A small number of children participate in home-based early childhood education and care services provided in the caregiver’s home. This type of provision falls under the responsibility of the Ministry of Labour and Social Policy, while its organisation and oversight are largely managed by local authorities.

Home-based childcare providers must meet specific qualification requirements, including at least a secondary education diploma and a valid caregiver licence issued in accordance with national regulations. In addition, national standards regulate the maximum number of children that may be cared for by one childminder, which is limited to up to five children at a time.
