The education system of North Macedonia is regulated by a set of laws and bylaws covering pre-primary, primary, secondary, higher and adult education. The main legal framework includes the Child Protection Law, the Law on Primary Education, the Law on Secondary Education, the Law on Vocational Education and Training, the Law on Higher Education, the Law on Adult Education, and other related legislation governing curricula, textbooks, teachers, inspection, standards and research. In addition, numerous bylaws, rulebooks, standards, strategies and programme documents regulate the organisation and implementation of education. 

The main strategic framework was provided by the Education Strategy 2018–2025 and its Action Plan. In late 2025, a Draft National Education Strategy 2026–2032 and the related Action Plan were presented and opened for public consultation.
