Employment and Engagement Framework 2025-2026

Teachers and trainers in adult education and training in North Macedonia are engaged by adult education providers in accordance with the Law on Adult Education and relevant regulations.

Adult education providers include public institutions, private providers and other organisations delivering education and training programmes.

Employment conditions, including working time, responsibilities and remuneration, are defined by the providers and may vary depending on the type of institution and programme.

Teachers and trainers may be engaged on a full-time or part-time basis, depending on the needs of the provider.

The Law on Adult Education defines different roles in the sector, including trainers, facilitators and validation experts, and sets the general framework for their engagement.

Specific Requirements for Teaching Staff 

For state-accredited (verified) adult education programs, the Law on Adult Education sets mandatory requirements for the personnel. These regulations ensure that non-formal education is delivered by qualified professionals.

• Theoretical Instruction: Staff delivering the theoretical part of a program must hold a university degree in the corresponding field and have completed specialized training of trainers for adult education.
• Practical Instruction: Staff delivering the practical part must meet one of the following criteria:
  • Relevant secondary education and at least 3 years of experience in the field;
  • Secondary education and at least 5 years of experience in the field;
  • Secondary education, specialized training in the field, and 3 years of experience.

Note on Non-verified Programs: For providers of non-formal adult education who do not hold state verification, these regulatory requirements regarding further education for teachers are not obligatory, though they serve as a quality guideline.
