8.8 Conditions of service for teachers and trainers working in adult education and training

Working conditions for vocational education teachers and trainers vary depending on the type of provider, including public vocational education institutions, private training providers and organisations delivering adult education programmes (any legal entity that has obtained the right, including educational and non-educational institutions). 

Professional status and employment

Vocational education teachers acquire the status of a teacher within a specific institution through the conclusion of an appropriate agreement, which may take the form of an employment contract, a service contract or a preliminary agreement on programme delivery.

Employment relationships are regulated by the Labour Code of Georgia and the internal regulations of the respective institution.

Working conditions

Working conditions, including workload, teaching responsibilities and participation in programme implementation, are defined at the institutional level.

In vocational education institutions, responsibilities may include both theoretical instruction and practical training. In the case of dual vocational education, instructors employed in enterprises are responsible for delivering the practical component of training in the workplace (teaching enterprise).

Salaries

Remuneration of vocational education teachers and trainers is determined by the respective institution, depending on contractual arrangements, workload and financial capacity.

Remuneration of vocational education teachers is further regulated by Ministerial Order No. 32/N (2026), which establishes minimum remuneration conditions for state-established or state-participated institutions.

Within the framework of the regulatory reforms adopted in 2026, the Ministry of Education, Science and Youth will determine the minimum hourly remuneration for vocational education teachers by means of an individual administrative act. Planning Policy

There is no centralised national system for workforce planning of vocational education teachers and trainers.

Institutions determine their staffing needs based on programme requirements, labour market demands and institutional capacity.

Mobility

Mobility of vocational education teachers and trainers is not restricted. Professionals may work across different institutions or combine teaching with employment in industry.

Retirement and pensions

Vocational education teachers and trainers are subject to the general state pension system. There are no specific retirement provisions applicable exclusively to this group.
