Management of vocational education institutions is governed by the Law on Vocational Education.

Vocational educational institutions are led by directors who are responsible for overseeing program delivery, ensuring compliance with quality assurance standards, and maintaining partnerships with employers and local communities. Their roles are defined by the Law on Vocational Education and the VET institution's charter. 

The requirements and procedures for selecting directors of vocational education institutions are defined by ministerial regulations (Orders No. 87/N and No. 97/N, 2024).

In the case of vocational training and retraining programs, providers may include various legal entities. The requirements for human resources are defined by Government Decree No. 131 (2019), which focuses on ensuring sufficient, qualified staff for program delivery.
