Adult education is provided both within and outside the school education system. The school education system includes schools for adults, stage II sectoral vocational schools and post-secondary schools (which take learners aged 18 years and above) and other educational institutions (continuing education centres and vocational training centres) providing adult education. Outside the school education system, adult education providers include entities operating in accordance with the legislation on economic activity and labour-market training activities. Organisational and staffing arrangements differ between these two sub-sectors of adult education.
The arrangements for the management staff working in schools and other adult education institutions within the school education system are the same as for school education; see Chapter 9.1, Management staff for early childhood and school education.
Entities providing adult education in non-school settings, outside the school education system, are not subject to any specific regulations or recommendations on organisational or staffing arrangements. Such providers are free to establish in their internal regulations an organisational structure and operating procedures, including qualification requirements, appointment and dismissal procedures, conditions of service (within the framework set by the labour laws), and responsibilities and powers of the management staff employed.
