Adult education in the Republic of Moldova is mainly regulated by the Education Code and the Regulation on Adult Education. These legal acts set out the general principles of adult education and the categories of providers, but they do not include a detailed section on administrative structures or institutional management.

As a result, management and leadership staff in the field of adult education are defined according to the type of institution that delivers adult education services.

Depending on whether adult learning takes place in a formal or non-formal setting, service providers may differ. 

In the context of non-formal adult education, learning may be provided by the following institutions or organisations:

• out-of-school institutions;
• child care and protection centres;
• enterprises;
• cultural institutions;
• professional, cultural, and trade union associations;
• non-profit organisations;
• public or private community education centres;
• other organisations.

In non-formal adult education, providers may issue certificates of participation, which can later be included in a prior learning recognition portfolio.

Formal adult professional training may be delivered by the following institutions or organisations:

• general, vocational, and higher education institutions;
• public and private institutions or organisations offering education services and training programmes that are provisionally authorised or accredited;
• enterprises or organisations that provide their employees with provisionally authorised or accredited professional training programmes (Regulation on Adult Education).
