Pupil mobility

The Republic of Moldova does not have separate national programmes dedicated exclusively to international mobility at the level of early childhood, primary, secondary and post-secondary education. However, several mechanisms are in place at both national and European levels to support mobility. 

The international mobility at preuniversity level is carried out especially on the basis of the targeted bilateral agreements and initiatives, cross-border cooperation for pupils and teaching staff. 

In school education (secondary and postsecondary), the international mobility is provided through the broader European programme eTwinning and other international programmes such as FLEX, la Francophonie, etc.

The eTwinning programme was launched in 2005 as a key component of the European Commission’s eLearning initiative. Since 2014, eTwinning has become an integral part of the European Union's Erasmus+ Programme. The Republic of Moldova has been participating in the programme since March 2013, with the launch of eTwinning Plus – a partial extension of eTwinning, introduced as a pilot project, aimed at the Eastern Partnership countries (Armenia, Azerbaijan, Georgia, Moldova, Ukraine), and Tunisia. The eTwinning programme supports communication and collaboration between pre-university educational institutions in the Republic of Moldova and those in the eTwinning community. Pupils take part in innovative and teamwork-based educational activities. The eTwinning uses information and communication technologies (ICT) to promote collaboration and provides support, services, and useful tools for teachers and pupils.

The Future Leaders Exchange (FLEX) Programme is funded by the United States Government and targets upper secondary school students from Europe and Asia. It provides scholarships that allow participants to study at a U.S. high school for one full academic year and to live with an American host family.

Mobility opportunities for students from vocational education institutions are mainly related to participation in international cooperation projects, and starting with 2022 also within Erasmus+ projects (for example in the frame of Capacity Building in Vocational Education and Training projects). 

Foreign citizens are enrolled in general education in the Republic of Moldova, under the conditions established for Moldovan citizens.

Foreign citizens and stateless persons, residing in the Republic of Moldova, are eligible to participate in the admission process to public vocational education institutions under the same conditions as Moldovan citizens. Their admission is subject to the availability of places within the government-approved budget-funded admission plan and the institutional capacity of the respective educational establishments.

Foreign citizens are enrolled in vocational education institutions (public and private):

• on places with payment of tuition fees based on the contract concluded with the educational institutions;
• on places with funding from the state budget for foreigners admitted to studies in accordance with international treaties in the field of education to which the Republic of Moldova is a party.

Teacher mobility
