9.3 Education staff responsible for guidance in early childhood and school education

Career guidance and counselling centres within the educational system of the Republic of Moldova have the mission of supporting pupils and students in career planning and career-related education. These centres can be established by local public authorities, the National Employment Agency, educational institutions, non-governmental organisations, and other private service providers (Education Code).

The school career guidance guide provides informational and practical support in carrying out the career guidance process for pupils. It is addressed primarily to teaching and managerial staff, psychologists, support teaching staff, as well as pupils, but also their parents. This guide was developed by the Moldova State University with the support of the United Nations Children's Fund and the Ministry of Education and Research of the Republic of Moldova.

At the national level, the Ministry of Education and Research, in partnership with UNICEF, is conducting professional training sessions for teaching staff, based on methodological guides dedicated to school well-being and career guidance. These training activities aim to strengthen teachers’ competences in the field of educational, socio-emotional support and academic and professional orientation of pupils.

The optional subject “Career Guidance” is held in grades 8 and 9 and prepares pupils to choose either a profession or a further educational path. The lessons accompany pupils step by step in the transition from school to the labour market. It is about knowing their own skills as well as the offers on the labour market and education. This includes research on local job and education offers, as well as lessons for developing life skills, for example, critical thinking, communication, teamwork and empathy. The goal is to strengthen students' self-esteem, to motivate them to get involved in the community and in the workplace, to prepare them to take responsibility for their present and future.

In the field of psychological and psycho-pedagogical support, the Republican Centre for Psycho-pedagogical Assistance is a public institution, in which the Ministry of Education and Research exercises the function of founder, and has as its objectives:

a) methodological assurance of the processes of complex assessment of the development of children/pupils, identification of special developmental needs and provision of psycho-pedagogical assistance;

b) coordination, at the national level, of continuous training in the field of inclusive education, psycho-pedagogical assistance and in related fields;

c) organisational-methodological coordination of local psycho-pedagogical assistance services;

d) monitoring the use of resources intended for the development of inclusive education and presenting proposals for streamlining or redirecting resources according to the needs of the beneficiaries.

Local psycho-pedagogical assistance services are organised as territorial structures of the Republican Centre for Psycho-pedagogical Assistance and have the following objectives:

a) comprehensive assessment of the development of children/pupils in order to identify their specific needs early;

b) establishing special educational needs and developing recommendations regarding interventions and support services necessary to equalize opportunities and ensure access to education for children/pupils with special educational needs;

c) providing psycho-pedagogical assistance to children/pupils, including through mobile services;

d) providing methodological assistance to teaching staff, other specialists, and representatives of local public administration in the process of ensuring the educational inclusion of children/pupils.

The activity of the Republican Centre for Psycho-pedagogical Assistance and local psycho-pedagogical assistance services is regulated by the Government (Education Code).

The professional training of personnel involved in academic guidance, career guidance, and psychological support is provided by universities in the Republic of Moldova through relevant study programmes. The educational offer includes qualifications such as career guidance and personal development counsellor or school psychologist, contributing to the development of specialised human resources for guidance and counselling services in early childhood and school education.
