The governance of the education system in the Republic of Moldova is regulated primarily by the Education Code of the Republic of Moldova and other normative acts adopted by the Government and the Ministry of Education and Research.
The management of the education system is organised at three levels:
- the central level, represented mainly by the Ministry of Education and Research and specialised national agencies;
- the regional and local level, represented by local public authorities responsible for education administration;
- the institutional level, represented by individual education institutions.
These structures cooperate to ensure the implementation of national education policies, the organisation of educational provision and the quality of education services.
CENTRAL LEVEL
At the central level, the main authority responsible for the governance of the education system is the Ministry of Education and Research . Several specialised national agencies and institutions operate under its coordination or cooperate with it in the implementation of education policies.
The Ministry of Education and Research is responsible for the development and implementation of national policies in education, research, youth and sports. It coordinates the functioning of the national education system, develops legislation and strategies in the field of education and supervises the activity of institutions and agencies operating in the education sector.

The Ministry of Labour and Social Protection is responsible for labour market policies, employment services and social protection. It cooperates with the education sector in areas related to vocational training, career guidance and lifelong learning.

REGIONAL AND LOCAL LEVEL
At the regional and local level, education is administered by local public authorities, which are responsible for the organisation and management of education institutions within their territorial jurisdiction.
The main structures responsible for education administration at local level are the local specialised bodies in the field of education (organ local de specialitate în domeniul învățământului - OLSDÎ) established within district (rayon) or municipal public administrations.
These bodies are responsible for:
- implementing national education policies at local level;
- managing the network of education institutions;
- coordinating staffing and professional development of teachers;
- supervising the functioning of schools and other education institutions.
