A major legislative initiative in 2026 involved amendments to the Education Code, which introduced, inter alia, the grading of pupils in Grade 4, as well as provisions related to the optimisation of the school network .

The school textbook reform represented a further priority area. Measures included the revision of textbook procurement procedures, the certification of evaluators, and the possibility of importing and adapting textbooks from high-performing education systems, particularly those reflected in international assessments such as PISA.

In addition, reforms aimed to strengthen inclusive education, especially through improved integration of pupils with special educational needs into mainstream schools, supported by enhanced resource allocation and support services.

2025

Revision of the national curriculum and assessment framework

An important reform concerned the revision of the national curriculum and assessment framework. The Ministry has initiated updates to the framework curricula for primary, lower secondary and upper secondary education, alongside the development of improved national assessment mechanisms.

10,700 daily lesson plans for primary, lower secondary and upper secondary education

As of 01/09/2025, teachers in primary, lower secondary and upper secondary education have at their disposal approximately 10,700 short-term daily lesson plans, developed and made available by the Ministry of Education and Research (MER). Another 510 lesson plans have been developed for educators, for organising educational activities in preschool institutions. The measure supports teachers, in order to reduce their administrative burden and allow them to focus more on teaching and direct interaction with pupils. The action is part of the third package of measures to cut bureaucracy, launched by the MER ahead of the 2025–2026 academic year.

Model Schools Network Expanded to 90 Institutions

The Ministry of Education and Research has decided to expand the Model Schools Network to 90 educational institutions across the country. The initiative began in 2023, when 35 schools were selected for the first stage of renovation and modernisation. In 2025, another 55 institutions joined the network, 24 of which are from Chisinau.

The modernisation of the 90 model schools requires an estimated budget of 220 million euros. So far, the Ministry has identified about 155 million euros from external sources.

The Model Schools Network is a strategic programme of the Ministry of Education and Research, aimed to transform the selected schools into true examples of good practice – both through infrastructure and modern teaching methods. The initiative benefits from the support of the World Bank, the European Union, the Government of Poland, UNDP, UNICEF, as well as private companies.

The launch of the largest centre for innovation and technological excellence in southern Moldova – Inotek 

The largest centre for innovation and technological excellence in southern Moldova – Inotek – EU Innovation Centre – was inaugurated on 17/06/2025 in Cahul. The centre aims to transform Cahul region into a hub of innovation and digitalisation, providing the infrastructure, knowledge and organisational culture necessary for people to create, learn and build where they live.

Until 2027, with the support of development partners, over 4,000 pupils will benefit from STEM programs offered by Inotek, and over 1,000 adults and entrepreneurs will participate in trainings and community activities.

46 schools across the country to be renovated with the support of the World Bank Group and M-GROW

46 schools across the country will be renovated, and over 46 thousand students and teachers will benefit from better study conditions, thanks to a $54.5 million investment in the energy efficiency of public buildings and the modernisation of the thermal energy supply system. The works will be carried out within the framework of the “Sustainable Transition to Energy Efficiency in Moldova (STEEM)” Project.

Teacher requalification procedure simplified

The Ministry of Education and Research has approved a new methodology for teacher requalification and validation of professional skills in general education.

According to the new methodology, teachers who have been teaching a subject for at least ten years and hold a teaching degree are no longer required to take retraining courses. Also, teachers with a minimum of three years of experience benefit from a simplified requalification procedure.

This action is part of the ministry’s package of measures to reduce bureaucracy, aiming to reduce administrative tasks and recognise professional experience acquired in practice.

New monitoring mechanism for refugee children from Ukraine 

The Ministry of Education and Research, in partnership with the United Nations International Children's Emergency Fund, the UN Refugee Agency and specialised bodies in the field of education (OLSDÎ) launched on 23/04/2025 a mechanism to monitor refugee children from Ukraine who are enrolled in educational institutions in the Republic of Moldova, as well as those who study online based on the Ukrainian curriculum.

Through this mechanism, each OLSDÎ designates a person responsible for coordinating the registration process. This person sends the forms (developed by the MER) to all educational institutions to be completed by parents. Subsequently, the forms are verified and the final data is submitted to the ministry.

200 million lei allocated for the equipment of school canteens

School canteens were equipped to ensure free meals for all lower secondary pupils starting from September 1, 2025. For this purpose, the Government has allocated 200 million lei (10.13 million euros*). The allocated funds can be used to modernise the canteen infrastructure, including the renovation of food spaces, the installation of ventilation systems, and ensuring accessibility for pupils with disabilities.

2024

In 2024, the Ministry of Education and Research has implemented national reforms in school education, focusing on infrastructure modernisation, teacher training, bullying prevention, equitable access to education, and reducing bureaucracy:

  • Creation of a Model School Network in Moldova – the Ministry of Education and Research has launched a national project to renovate and fully equip 35 general education institutions across the country. The initiative aims to improve access to quality education, particularly for pupils from disadvantaged backgrounds and small rural communities.
  • Over 4,000 Teachers Trained in the Second Edition of the "Investing in Teachers" National Programme – the Ministry of Education and Research has allocated approximately 8 million lei to expand the programme in 2024. The free continuous training courses took place between April and December 2024, both in selected schools and online.
  • Hundreds of Specialists Trained in Bullying Prevention  – around 800 psychologists, school administrators, and teachers from secondary schools and lyceums in the districts of Glodeni, Florești, Strășeni, and Telenești participated in training sessions between September 2023 and February 2024 to strengthen their capacity to prevent and combat bullying.
  • New Measures for Equitable Access to Education and a Safe School Environment – parents who enrol their children in schools with more than 50 pupils, instead of smaller institutions, will receive a tax-free allowance. This measure is included in the proposed amendments to the Education Code, approved by the government. Teachers working in schools with fewer than 50 pupils will also receive allowances if they agree to transfer to another institution designated by the Ministry of Education and Research.
  • New Regulations on Extended Programme Classes published – the document defines the duration, activity schedule, funding, and salary calculation methodology for teachers working in extended programme classes and groups.
  • Reduction of Bureaucracy in School Education: Exemption from Final Semester Exams for Some Pupils – according to recent amendments to the Regulations on assessment, grading, promotion, and graduation in primary and secondary education, pupils with language proficiency certificates at level B2 or higher (C1 for bilingual class pupils) will automatically receive a grade of "10" for their final semester exam in Foreign Language. Similarly, pupils who have passed international certification exams in computer science will receive the highest grade for their final semester exam in Informatics.
  • Merit Scholarship Programme for Roma Pupils Launched – the Ministry of Education and Research, in collaboration with the Agency for Interethnic Relations, has introduced a merit-based scholarship programme for Roma pupils in lyceums, vocational, and higher education. For the 2024-2025 academic year, the programme provides monthly scholarships of 1,200 lei.
