Deregulation measures: teaching staff no longer required to periodically reconfirm teaching grades after competences have been validated

From 1 September 2026, teaching staff are no longer required to periodically reconfirm their teaching grades. The Ministry of Education and Research amended the Regulations on the Certification of Teaching Staff. The changes entered into force at the beginning of the new academic year and form part of a broader process of reducing administrative burdens in the education system.

Under the new provisions, the second teaching grade is maintained indefinitely after two consecutive confirmations, while the first teaching grade is maintained indefinitely after one confirmation. The highest teaching grade continues to be awarded without requiring subsequent reconfirmation.

Launch of the process to establish the College of Psychologists of the Republic of Moldova

The official launch of the process to establish the first College of Psychologists in Moldova was announced on 16 July 2026.

The initiative marks the beginning of the implementation of Law No. 103/2025 on the exercise of the profession of psychologist, the first legislative act to regulate the profession through a unified framework in the Republic of Moldova. Prior to the adoption of this law, the activity of psychologists was not governed by a distinct legal framework, and the profession did not have a professional body responsible for establishing common standards for professional practice and mechanisms for monitoring compliance with these standards.

Digitalisation of adult education services

Reforms addressed the digitalisation of adult education services, including the development of online platforms and digital public services to facilitate access to training opportunities.

Diversification of learning pathways for adults

Another important development was the diversification of learning pathways for adults, including flexible and modular programmes supporting reskilling and upskilling in response to labour market changes.

Adult education policies were also increasingly linked to employment policies, ensuring better coordination between education, training and labour market institutions.

Upper secondary school pupils and adults to be able to officially certify their Romanian language skills

Upper secondary school pupils and adults can officially certify their Romanian language skills through a national test. The decision was approved on 30/07/2025 by the Government. Pupils from non-Romanian-speaking institutions who hold this certificate, with the corresponding level, may be automatically awarded a grade of “10” (ten) in the Romanian language and literature exam for non-Romanian speakers, as part of the national baccalaureate examination. For the implementation of this project, the Ministry of Education and Research allocated over 190 thousand lei (9.77 thousand euros*) for the preparation of examination materials, the evaluation of written work and oral tests.

According to the document, to obtain the certificate, candidates must take two tests structured around the four skill areas of the exam: listening comprehension, comprehension of the written text, written expression and oral expression. The level of competence recorded on the certificate will be established depending on the candidate's performance, from level A1 (beginner) to level C2 (professional).

National programme for developing teachers’ digital competences 

The Ministry of Education and Research, in partnership with UNICEF and the Clasa Viitorului Center, launched on 15/05/2025 the continuous professional development programme - DigiProf, for teachers in general education. The initiative is aligned with the European DigCompEdu standards.

The programme aims to support teachers in the Republic of Moldova in integrating technologies into the teaching process.
