The management of the education system in the Republic of Moldova is carried out at three levels: national, local and institutional.

The managerial competencies in the education sector are defined by normative acts and specific institutional documents. They are established as follows:

a) central bodies exercise their managerial competencies based on the provisions of the Education Code;

b) local public administration bodies establish managerial competencies through decisions adopted in accordance with the Education Code;

c) institutional structures (universities, educational institutions, etc.) define their competencies through the University Charter and internal regulations, approved in accordance with the legislation in force.

The development, promotion, monitoring of implementation and assessment of the impact of the national policy in the field of education are the competence of the Ministry of Education and Research. It may have territorially decentralized bodies with administrative management functions of education.

Local specialised bodies in the field of education (OLSDÎ) are established by second-tier local public authorities as internal subdivisions, subordinate to district or municipal councils. In the Autonomous Territorial Unit of Găgăuzia (UTA Găgăuzia), these bodies are established by the People’s Assembly and are subordinate to it.

The title, structure and operating regulations of local specialised bodies in the field of education are established by the district/municipal councils, and in the Autonomous Territorial Unit of Găgăuzia - by the People's Assembly, based on the standard structure and standard regulations approved by the Government (Education Code).
