8.6 Continuing professional development for academic staff working in higher education

Organisational aspects

The professional development of didactic, scientific-didactic, scientific and management staff is mandatory throughout the entire professional activity and is regulated by the Government.

The professional development of didactic, scientific-didactic, scientific and management staff is carried out in higher education institutions and/or other educational service providers, based on accredited professional training programmes, through:

a) professional training internships in accredited educational and research institutions or organisations in the country and abroad;

b) participation, as partners, in national and international educational and/or research projects;

c) participation with communications and/or papers at conferences, seminars, symposia, international exhibitions (Education Code).

Incentives for participation in continuing professional development (CPD) activities

According to the Education Code of the Republic of Moldova, teaching staff have the right, guaranteed by the state, to professional development courses in the field of their teaching activity, at least once every three years. According to the Labor Code of the Republic of Moldova, at least two percent of the wage fund of the unit (institution/organisation) is intended for continuous professional development of employees, and the employer is obliged to create the necessary conditions and promote professional and technical training of employees.

Participants receive professional credits upon completion of the courses, thus receiving official recognition of their continuous training.

To ensure that all teachers and management personnel have access to continuing professional development courses, 13 higher education institutions and four continuous training institutions/NGOs have developed and accredited, through the National Agency for Quality Assurance in Education and Research, 193 professional development programmes.

To support the continuous professional development of teachers, the Ministry of Education and Research annually allocates resources from the state budget for teacher training courses (Questionnaire, part 2, Chapter 26, Education and Culture).
