8.4 Initial education for academic staff in higher education

Last update: 30 March 2026

In the Republic of Moldova, the initial training of higher education teaching staff is regulated by the Education Code, which establishes the minimum qualification requirements for holding teaching positions in higher education. Thus, for this purpose, it is necessary to hold a minimum qualification of ISCED level 7 - master's degree. For holding a scientific-didactic position in higher education, it is necessary to hold a qualification of ISCED level 8 - doctoral studies and/or the scientific-didactic title of associate professor or university professor.

The initial training of academic staff is carried out mainly in accredited higher education institutions, through master's and doctoral programmes.

Admission to master's and doctoral programmes is regulated at the national level by the Ministry of Education and Research, and the specific procedures are established by each higher education institution based on university autonomy.

The admission competition for higher education master's studies (cycle II) can be attended by all individuals holding a bachelor's degree or a recognised equivalent document.

The requirements for organising the admission competition are established in the Regulation on the organisation and conduct of higher education master's studies - cycle II, approved by the Government.

The admission competition for doctoral studies (cycle III) can be attended by all candidates holding a master's degree or an equivalent document of study recognised accordingly.

Within the free choice component, master's students can be offered the Psychopedagogical Module, intended for individuals who plan to hold teaching positions, but follow study programmes in fields other than Educational Sciences. When developing the plan for the Psychopedagogical Module, it is being taken into account that it must total 60 ECTS credits, of which 30 credits for theoretical training and 30 credits for a mandatory pedagogical practicum. Theoretical training within the Psychopedagogical Module includes the pedagogical module, the psychological module and the didactics of the discipline, and is provided extracurricularly, outside the core timetable (Framework Plan for Bachelor's, Master's and Integrated Higher Education).
