In Moldova, the validation of non-formal and informal learning (VNIL) has gained increasing attention as part of the adult education and training system. The framework for VNIL is gradually being developed, with a focus primarily on vocational education and training (VET).
The Ministry of Education and Research plays a central role in developing the VNIL procedures and guidelines. National priorities, stipulated in the "Education 2030" Development Strategy emphasize the importance of aligning the validation processes with European standards, aiming to enhance lifelong learning and employability.
Validation outcomes for learners include the formal recognition of skills and competencies acquired through non-formal and informal learning, potentially leading to partial or full qualification awards. These outcomes are particularly relevant for adults seeking to re-enter the workforce or improve their employment prospects. Central authorities continue to work on refining validation frameworks to ensure greater accessibility and wider recognition across the education system.
In accordance with the provisions of the normative acts (Practical Guide on the Certification of Professional Competences corresponding to Level 3, 4, and 5 Qualifications from the National Qualifications Framework, acquired in non-formal and informal education contexts, and the Regulation on the Certification of Professional Competences corresponding to Level 3, 4, and 5 Qualifications from the National Qualifications Framework, acquired in non-formal and informal education contexts), the validation and certification of learning outcomes obtained through non-formal and informal education are carried out within:

secondary technical vocational education institutions (vocational schools),
-
post-secondary and post-secondary non-tertiary technical vocational education institutions (colleges) offering initial vocational training programmes authorised for provisional operation/accredited;

technical vocational education institutions offering combined programmes authorised for provisional operation/accredited (centers of excellence);
To provide validation services for non-formal and informal education, the educational institution must follow these steps:
Step 1. Assessment of the institution's capacity to establish a Validation Center.
Step 2. Submission of a request to the Ministry of Education and Research.
Step 3. Creation of the Validation Center as a subdivision of the educational institution.
Step 4. Development of programmes for the validation and certification of professional competences acquired in non-formal and informal education contexts.
Step 5. Development of examination materials for the validation and certification of professional competences.
Step 6. Formation of Evaluation and Certification Committees.
Step 7. Promotion of the Validation Center's services and recruitment of candidates.
Step 8. Implementation of the validation process.
Step 9. Formation of the Appeals Committee (only if appeals are submitted).
Step 10. Issuance of the Professional Competence Certificate.
The issuance of the Certificate of Competence
Upon successful completion of the validation and certification process, the Secretary of the Validation Center will prepare and issue the Professional Competence Certificate, accompanied by a Descriptive Supplement, and register it in the Certificate Issuance Registry.
