Management at school level is the responsibility of the head of the school assisted by the deputy heads. They are civil servants (public educational servants) with their professional status and conditions of service detailed in their schemes of service and the governing school regulations. Monitoring schools is the responsibility of school inspectors. Guidance staff is appointed at the secondary level. 

At the higher education level, public universities are academically autonomous and self-administered bodies with their Council and Senate being responsible for their overall management. Non-university level public institutions of higher education are administered by their Councils and the directors of the institutions.

1 National Policies and Governance Framework
Management, monitoring and guidance staff in Cyprus operate within a centralized education system, where responsibilities are defined by national legislation and regulations issued by the Ministry of Education, Sport and Youth (MESY). Policies apply across pre primary, primary and secondary education, with specific duties assigned according to the level at which staff work.
2 School Level Management and Monitoring Staff
Regulatory Framework
School level management is governed by:

  • the regulations for the operation of public primary schools,
  • the regulations for the operation of public secondary schools, and
  • the public educational service law.
     

Roles and Responsibilities
Headteachers and deputy headteachers are responsible for:

  • School governance and administration, including organization of teaching and learning.
    Internal monitoring, such as classroom observations and teacher performance oversight.
  • Implementation of school development processes, including internal evaluation.
  • Ensuring student welfare, covering physical, social and emotional well being.
  • Cooperation with stakeholders, including parents’ associations and local school boards.

These responsibilities form the core of pedagogical and administrative leadership at school level.


3 Local Level Governance Structures
Cyprus does not operate a regional education authority, but local school boards have statutory responsibilities related to school operation.
Roles and Responsibilities
School boards are responsible for:

  • Infrastructure, maintenance and budgeting for school facilities.
  • Supporting school functioning in cooperation with school leadership.
  • Pedagogical leadership and teacher evaluation remain the responsibility of school level management and the ministry.


4 National Level Management, Monitoring and Guidance Staff
Central Governance
The Ministry of Education, Sport and Youth (MESY) holds full responsibility for:

  • Strategic planning and quality assurance across the education system.
  • Development of leadership standards, administrative procedures and evaluation frameworks.
  • Monitoring school performance and ensuring compliance with national regulations.
  • Personnel management, including recruitment, appointments, transfers and service conditions for teaching and administrative staff.

Guidance and Support Services
National services provide curriculum guidance, pedagogical support, inclusion and welfare services, and specialized advisory roles depending on sectoral needs.
These services ensure consistency and alignment with national education priorities.


5 Cross Level Professional Conduct and Guidance Policies
Across all levels, staff are expected to adhere to national standards of:

  • Professional behavior and integrity,
  • Safeguarding and child protection,
  • Equal treatment and non discrimination,
  • Transparent and accountable practice.
     

These expectations are reinforced through school level codes of conduct and annual policy reviews.
