Special education in Cyprus is regulated by the Education and Training of Children with Special Needs Laws of 1999 to 2025, as amended, and the relevant Regulations issued under these Laws.
The legislative framework establishes the mechanisms for identification, assessment, placement and support of pupils with special educational needs and provides for the operation of District Committees for Special Education (ΕΕΕΑΕ), the development of Individual Education Plans (IEP), the provision of reasonable accommodations and the safeguarding of parental rights of appeal.
The legislation is implemented within a broader inclusive education framework, in alignment with national policy priorities and international obligations.
Each pupil identified as having special educational needs follows an approved Individual Education Plan (IEP), which defines support measures, reasonable accommodations and, where applicable, exemptions from non-examined subjects.
Referral to the District Committees may occur either through formal specialist reports or through the structured school-based Mechanism for Identification and Support (MES), which operates as a staged intervention process within schools.
Pupils may be granted Individual Specialized Technological Equipment (Assistive Technology) following approval by the District Committees. The equipment is provided free of charge and follows a regulated procedure for monitoring and transfer between schools.
Reasonable accommodations in examinations are formally approved and implemented in a manner that does not alter examination content, learning outcomes or assessment standards, thus safeguarding validity and reliability.
