7.Adult education and training

7.1Distribution of responsibilities

Adult education and training is not the responsibility of a single authority. Instead,  several ministries are involved. Responsibility lies with the Ministry of Education, Sport and Youth and the Ministry of Labour, and Social Insurance and, to a lesser degree with the Ministry of Finance, the Ministry of Agriculture,  Rural Development and Environment and the Ministry of Justice and Public Order. Each ministry is responsible for the operation of several institutions offering adult education or training programmes, as follows:

  • The Ministry of Education, Sport and Youth (MESY) is responsible for the Adult Education Centres; the State Institutes of Further Education; the Evening Technical School; the afternoon and evening classes at the Technical schools; the Post- Secondary Institutes of Vocational Education and Training; the New Modern Apprenticeship; and, the Cyprus Pedagogical Institute. In addition, the Ministry of Education, Sport and Youth (MESY) is responsible for monitoring the Cyprus Lifelong Learning Strategy 2021–2027 (CLLS) together with the National Committee and the Technical Committee for Lifelong Learning. The National Committee is chaired by the Permanent Secretary of MESY and includes the Permanent Secretary of the Ministry of Labour and Social Insurance; the Permanent Secretary of the Directorate General Growth of the Ministry of Finance; and the Director of the Public Administration and Personnel Department of the Ministry of Finance. The Technical Committee, also chaired by the Permanent Secretary of MESY, consists of the Permanent Secretary of the Directorate General Growth; the Permanent Secretary of the Ministry of Labour, Welfare and Social Insurance; the Director of the Department of Labour; the Head of the European Social Fund Unit; the Director of the Human Resource Development Authority; the Director of the Cyprus Productivity Centre; the Director of the Public Administration and Personnel Department; the Chairman of the Youth Board of Cyprus; the Director of the Foundation for the Management of European Lifelong Learning Programmes; and the Head of the Office for European and International Affairs, Lifelong Learning and Adult Education of MESY. Together, these two Committees oversee the implementation, coordination, monitoring, and evaluation of the Strategy across all relevant ministries, bodies, and organisations. In this context,  MESY is implementing the European Agenda for Adult Learning (EAAL)  2024-2025 through its Lifelong Learning Strategy 2021-2027, aiming to increase participation of adults. The EAAL focuses on upskilling, strengthening governance, and increasing adult participation in learning in alignment with the EU’s digital and green transition objectives. The EAAL’s key pillars include improving governance structures in adult education, promoting wider participation in lifelong learning with emphasis on basic skills, and advancing upskilling initiatives that address digital competences and the requirements of the green transition. MESY serves as the National Coordinator for the EAAL, working closely with the EPALE platform to support implementation, stakeholder engagement, and the promotion of high quality adult learning opportunities across Cyprus.
  • The Ministry of Labour and Social Insurance is responsible for the Cyprus Productivity Centre (Κέντρο Παραγωγικότητας Κύπρου) (CPC); the Human Resource Development Authority (HRDA); the Mediterranean Institute of Management (MIM; and, the Higher Hotel Institute of Cyprus.
  • The Ministry of Finance is responsible for the Cyprus Academy of Public Administration (Κυπριακή Ακαδημία Δημόσιας Διοίκησης).
    The Ministry of Agriculture, Natural Resources and Environment is responsible for the Cyprus Forestry College.
  • The Ministry of Justice and Public Order is responsible for the Police Academy of Cyprus.
