Responsibility for adult education and training in North Macedonia is shared among several institutions at national and local level.

The Ministry of Education and Science is responsible for policy, legislation and strategic development. It defines priorities, adopts regulations and ensures coordination across the education system.

The Centre for Adult Education plays a central role. It develops programmes, ensures quality and coordinates stakeholders. It also supports procedures for validation of non-formal and informal learning.

Recent policy developments strengthen the role of  the Centre for Adult Education. In line with the EU Growth Plan, the Centre is responsible for validating programmes for upskilling and reskilling. It also revises templates and standards for programme development (Source: Centre for Adult Education).

Municipalities contribute to the organisation of adult education provision at local level. They support planning, cooperation with providers and alignment with local labour market needs.

Adult education is delivered by licensed providers. These include adult education centres, vocational schools and Regional Centres for Vocational Education and Training. Providers organise training and assess learners.

Employers and social partners contribute by identifying skills needs and supporting programme implementation.

Recent reforms have clarified responsibilities and strengthened quality assurance. The new Law on Adult Education improves accreditation procedures and reinforces the role of the Centre for Adult Education.
