11.2Separate special education needs provision in early childhood and school education

Separate provision for children and pupils with special educational needs in North Macedonia has increasingly been redefined within an inclusive education approach. Under the Law on Primary Education, former special schools have been transformed into schools with resource centres, while special classes have been transformed into learning support centres. These institutions have a dual role. On the one hand, they provide direct educational support for pupils with complex needs, where this is considered to be in the child’s best interest on the basis of functional assessment. On the other hand, they support mainstream schools by providing expert assistance for inclusion, including support in the preparation of individual education plans, the use of specialised didactic materials and assistive technology, and guidance for teachers, professional associates and inclusive teams.

Resource centres and learning support centres also provide a broader range of advisory and rehabilitation services, such as support for educational assistants, Braille and tactile materials, sign language, orientation and mobility training, speech therapy, sensory stimulation and family support. Recent reforms have further strengthened inclusive provision. In 2025, additional by-laws were developed in primary education on inclusive teams, educational assistance and assessment of pupils following individual education plans or modified programmes. In secondary education, support was expanded through educational assistants, specialist support from state secondary schools with resource centres, inclusive teams, assistive technology and the possibility to engage educational mediators for vulnerable groups.
