The main responsibility for adult education lies with the Ministry of Education, Children and Youth (MENJE), which is in charge of adult secondary education, for a large part of adult general education and for provisions and grants in the field of continuing vocational education and training. The two main services responsible are the Department of Vocational Training (SFP) and the Department of Adult Education (SFA).
Municipalities and non-profit organisations provide courses that mainly fall into the scope of adult general education and for which they receive grants from the Service for adult education.
The Ministry of Research and Higher Education (MESR) is responsible for both initial and continuing higher education.
In the field of vocational retraining for job seekers, the Agency for the Development of Employment (ADEM), which operates under the authority of the Ministry of Labour (MT), closely cooperates with the ministry of Education. The ADEM’s Service for vocational guidance provides vocational guidance and counselling to adults and helps them define their career planning.
The National institute for the development of continuing vocational training (INFPC) undertakes a range of information activities. It manages the Internet platform Lifelong-learning.lu that publishes the available provision of general and vocational adult education and training in Luxembourg. The INFPC website also includes statistical analysis and studies on continuing education, the Education and training observatory.
