The educational support and guidance system in the Republic of Croatia is based on a legal framework that promotes the inclusion of the majority of children, pupils and learners in the regular education system, while ensuring additional professional and pedagogical support. The basic regulations governing this area include the Preschool Education Act, the Primary and Secondary Education Act, the Vocational Education and Training Act, the Act on Scientific Activity and Higher Education and the Adult Education Act, together with the relevant by-laws and strategic documents. In addition, the implementation of educational support is regulated by by-laws, including the Ordinance on Primary and Secondary Education of Students with Developmental Difficulties, the Ordinance on Teaching Assistants and Professional Communication Mediators, and the Ordinance on the Method, Procedures and Elements of the Evaluation of the Primary and Secondary School Students.
The national education policy is primarily focused on the development of an inclusive education system in which children and pupils with special educational needs are educated in regular educational institutions, with individualised programmes, adaptation of content and work methods, and professional support. In accordance with the aforementioned laws and the National Education System Development Plan for the period up to 2027, the integration of the majority of pupils with disabilities is envisaged, while special programmes and specialised institutions are provided for pupils with more severe and multiple disabilities.
Special attention is paid to reducing educational inequalities and providing support to pupils from disadvantaged social backgrounds, including children from socioeconomically disadvantaged families, members of national minorities, migrant children, pupils from rural areas, and other vulnerable groups. In this context, measures are implemented in accordance with the Primary and Secondary Education Act, the National Plan for the Inclusion of Roma, and the National Strategy for Children's Rights. Measures include free textbooks, school meals, subsidised transportation, scholarships, and additional learning support programmes.
The general objectives of the education system include ensuring that all pupils, especially those from disadvantaged groups, successfully complete primary education and acquire basic competences for further education, employment, and active participation in society. The educational support and guidance system also promotes lifelong learning through the development of advisory and career guidance services that enable individuals to continue their educational and professional development throughout their lives.
