Teachers' salaries and allowances

  • Teachers’ remuneration is regulated by local authorities for pre-primary level and by top-level authorities for all other education levels.
  • The minimum qualification level for teachers is ISCED 6 for primary and lower secondary, and ISCED 7 at upper secondary level. However, most teachers have a ISCED 7 qualification in primary and lower secondary education. In addition, teachers must undergo a one-year induction programme, competitive examination, as well as pedagogy and subject-specific didactics (55 ECTS).
  • The salary progression of teachers depends on the number of years in service.
  • Pre-primary teachers (odgojitelji) are not public servants, but teachers (učitelji and nastavnici) in public schools are public servants and have the same level of rights as all civil servants.

    School heads' salaries and allowances

    • School heads’ remuneration is regulated by local authorities for pre-primary level and by top-level authorities for all other education levels.
    • The minimum qualification requirement for school heads is ISCED 6 and at upper secondary level ISCED 7. In addition, at pre-primary level 5 years' working experience in pre-primary education as an educator or expert associate is required. At all other levels, 8 years' service in schools or other institutions in education system or national public bodies responsible for education (of which 5 years teaching in schools) is required.
    • The salary progression for school heads depends on the number of years in service.
    • School heads in public schools are civil servants.

      Admission requirements and choice of ECEC setting

       

      Enrolment

      Enrolment in kindergarten is possible during the entire school year, provided that the kindergarten has vacancies.

      Every year, the representative body of a local or regional self-government unit or the City of Zagreb publishes an annual call for admission of children to the early childhood educational programmes.

      Accordingly, each kindergarten is obliged to follow the implementing regulations governing the procedure for admission to kindergarten.

      Alternative secondary school programmes 

      In grammar and vocational schools there are sports programme class departments. Students who are actively engaged in sports and have exceptional results can enrol into sports programme class departments in grammar and vocational schools. Apart from the Sports Grammar School in Zagreb, students can enrol into sports class departments in other secondary schools. The work and classes in these institutions are adapted to the special needs of athletes.
