Continuing professional development (CPD) for vocational education teachers and trainers is promoted within the framework of quality assurance requirements, relevant orders, including Order of the Minister №34/N, which obliges educational institutions to conduct a needs assessment of principal teachers and provide necessary CPD training since 2027, and institutional practices.

Organisational Aspects

CPD is primarily organised at the institutional level. Vocational education institutions and other providers of vocational training and retraining programmes are responsible for identifying professional development needs and ensuring appropriate opportunities for their staff.

The new regulatory framework adopted in 2026 introduces a structured approach to professional development and career advancement of vocational education teachers. Quality assurance mechanisms, including the Authorization Standards of the National Center for Educational Quality Enhancement, require institutions to support the continuous professional development of teaching staff.

Participation and requirements

Participation in CPD is generally encouraged but is not regulated through a unified national system. Participation in professional development activities depends on the needs assessment, available resources and programme requirements.

Link to regulatory framework

The regulatory framework adopted in 2026 (Ministerial Order No. 34/N) introduces additional requirements for the professional development of vocational education teachers. From 1 January 2027 (On approval of the rules and conditions for the commencement of activities, professional development and career advancement of vocational education teachers.  Link), all institutions implementing vocational education programmes will be required to assess the professional development needs of principal teachers and ensure the provision of relevant continuing professional development activities.
