Review of programme requirements and standards

Programme entry requirements and outcome-based standards ensure that vocational training courses meet labour market needsand comply with legal requirements in both content and structure. Because labour market demands and specific qualifications change constantly, it is essential to review the requirements annually. A legal framework has now been established for this regular review. As part of this process, the requirements for the tourism and hospitality sector were examined between May and July 2025. Introduction of micro-credentials

Using the European Union’s Technical Support Instrument (TSI), Hungary developed the foundations of a national micro-credential framework to promote lifelong learning, drawing on international best practices. The project, running from July 2023 to May 2025, included an analysis of the Hungarian adult education system, a review of international experiences, and consultations with local stakeholders. (The project material is available available only in Hungarian)  In the field of adult education and training, the regulatory framework for micro-credentials is now being finalised, and the first adult education micro-credential courses launched in 2025. Micro-credential in adult learning

A Ministerial Decree on micro-credentials in adult education (39/2024. (XII. 2.) KIM rendelet) will allow the launch of micro-credit courses in adult education from December 2024, by setting out the appropriate detailed rules. These courses will be shorter in duration and will be designed to enable the successful completion of a small number of study units, thus helping to respond more quickly to labour market needs. These courses should use the authorised vocational training textbooks as defined in the Act on Vocational Education and Training (2019. évi LXXX. törvény), and the micro-credential can be issued on completion of the full textbook. Micro-credentials are issued in English as well as in Hungarian.

Changes in training for certain professions 

In order to substantially improve the quality of training, the government has changed the rules for the training and examination of Qualified accountants, Tax advisers and Certified tax advisers. Under a government decree (607/2023. (XII. 22.) Korm. rendelet), these courses will be converted into regulated training, their duration will be significantly increased and their format will be changed. These courses can now only be organised and delivered by accredited institutions.
