Service conditions of teachers working for state adult education and training institutions are not markedly different than those working in regular state schools of Ministry of National Education in Turkey, excluding certain varieties. All the teachers, including teachers of adult education and training institutions, are subject to the same legislations that define working conditions, in and outside the class duties, obligatory working hours and retirement processes. Therefore, they are not different than any state teachers. However, the nature of adult education and training institutions is slightly different than the regular, formal state schools, which is stated in the “Legislation for Posts of Teachers and Administrators Working in Schools of Ministry of National Education” (last updated in 2014). The 4th Act of the legislation mandates that “the adult education and training schools are full day and full year education schools, providing vocational and technical education so that they are to offer courses from 07.00 am to 24.00 pm all year long, by which the optimum efficiency can be acquired from the physical possibilities of such institutions”.
In the same legislation, it is offered that the administrators of the state schools, including those working for the adult education and training schools are to report, in no later than 15 days, the teachers whose weekly lesson hour is below the hour that is necessitated for the salary payment, so that those teachers can teach in different schools of the same province. This rule states teachers of the adult education and training schools can be appointed to a temporary post on the grounds that they may fulfill their working hours which are required for the salary payment.
