6.6Assessment in vocational upper secondary education

Pupil Assessment 

The method for evaluation and assessment in secondary education institutions is regulated by the Regulation on Grade Promotion and Examination in Secondary Education Institutions/Orta Öğretim Kurumları Sınıf Geçme ve Sınav Yönetmeliği (Articles 16 and 33). Teachers regulate the exam questions, the general and specific objectives set forth in the curriculum and aimed skills and focus on descriptions and issues. Exams, homework, projects, and practices are evaluated over 100 points and passing grade course is organized as 50 points. Period points and endpoints of the year-end achievement scores and graduation (diploma) are determined by over 100 points. The student has to take least 50 points and at least 70 points (as the arithmetic average of two points) in the second period at the end of the school year in order to be successful in any course (Article 56). Regardless of the time hours, at least two exams are given for each course (Article 45). Classical written exam/shall be performed based on the review. However, the exam for each course can also be done through one test each semester (Article 45/2). The examination of language skills such as listening, speaking, can be made in writing to measure reading and writing skills. In order to make it possible for teachers who teach the same course to make a mutual assessment, a common written examination is given and assessed mutually (Article 45/1-b). These exams can also be carried out across the province and country. The objectives laid down in the Individualized Education Program (IEP) are essential in evaluating the success of the students going through mainstream education (Article 45 / h). Students are expected to receive a report indicating success.

Vocational education center students are awarded performance scores according to course preparation, attendance, active participation and exemplary behavior (Article 50-9). In the case of workplace changes with the same institution in vocational training centers, points awarded by master instructor/trainer personnel regarding the most practical training of the student during the semester are taken into account (Article 53 / e).

Students attending vocational education in business have to receive a skill exam in the last week of the school year to assess the skills training they receive. Students are considered to be on leave by the firms during this period. This exam is carried out in writing/speaking in accordance with the decision taken by the committee. In areas with more practical courses in the curriculum, the skill exam for each course can be together or separately according to the decision of the examination commission. Exams carried out together can be separately evaluated. Taking into account the characteristics of the sector, working conditions and capacity, skill exams can be carried out one week after the termination of the term. Skill exams can be done by a commission consisting of members representing employers' organizations such as the company's master instructors or teaching staff-related field area/department/workshop/one lab supervisor, subject teachers and those in professional fields/branches. The skills test score is the sum of the evaluation and examination work file acclaimed points. Skill exams are evaluated over 100 points. 80% of this is devoted to the exam and 20 is to the work file. Students who can not be sent to the businesses can not take a skill exam for the courses they take face-to-face.

Students who continue the vocational training center are taken to the year-end skill exam at the end of each academic year starting from the 10th grade. The skills exam taken at the end of the 11th grade is taken as the skill exam mastery exam taken at the end of the 12th class. The examinations for head workers and mastership can be carried out in the coordination of the relevant profession room by taking the appropriate opinion of the provincial employment and vocational education board. In areas/branches where the number of students who will take the examination is high,  depending on the nature of the area, more than one commission may be established depending on the decision to be taken at the meeting (Article 47-7). The responsibility exams belonging to these courses of the students who fail at the year-end skill exam are done as written and/or practical examinations regardless of the work file. Students who fail the exam are taken to the head workers' examination according to the skills exams (Article 58-3).

Progression of Pupils

Teachers apply examinations by taking into account the benefits and the general objectives in the curriculum of the courses and general principles of measurement and evaluation and do relevant studies for identifying the projects and performance of the students. At the end of the school year, students who have passed all of the classes and who have some failures of the courses even though they have a passing grade of 50 points are able to pass the class (Article 57). Students who fail the course through a passing grade cannot be successful with the successful and can move on to the next stage through a condition. Students who cannot pass their classes directly and who have at least three classes they fail are able to move on to the next stage. The student has to take at least 50 points and 70 points (as the arithmetic average of two points) in the second period at the end of the school year in order to be successful in any course (Article 56/b). The class repeats directly due to absenteeism in the responsible class or failure in the year-end achievement score. The class is held at most once during secondary education, with the exception of the preparatory class. At the end of the academic year, the students who repeat the class second time in the education period are disconnected from the school and registered to the vocational education center, Open education High Schools, Vocational Open Education High Schools or Open Education Imam Hatip High Schools. The records of the students who are in the Vocational Education Center for the second time to repeat the class are registered to Open Education High School, Vocational Open Education High School or Open Education Imam Hatip High School (Article 59/a). The same regulation takes into account the points awarded by the master instructor/trainer staff in the business where the training is most practical during the semester in the case of a workplace change with the same institution in vocational training centers. The scores of only the courses students who are educated at home or in the hospital have studied are taken into consideration.

Certification

The graduates of vocational and technical high schools will be awarded a diploma by the Ministry of National Education according to the type of school they graduated on the basis of records in the e-school system (Article 69). Graduation scores are specified in the diplomas if the graduation field exists and secondary education diplomas are recognized by private and public institutions. Diplomas of the students graduating from the vocational and technical Anatolian high schools are approved by the Ministry of Health. GPA’s and field of graduation, if it exists, are available in the diplomas (Article 69/5).

Those who graduate from the Anatolian technical and Anatolian vocational program are given a certificate with the name specified in the framework education program, if they successfully complete the elective vocational courses of the certificates determined in the framework curriculum of the field during their education. The certificate is issued by the school directorate from which the student graduated through the e-School system. Certificates determined in the framework curriculum of the field are given only to students studying in the same field/branch. ARTICLE 71/A - (Annex: OG-2/9/2020-31232)

Diplomas are nationally recognized by special and state institutions. The diplomas of the graduates of vocational and technical secondary education institutions given according to Article 3 of the Law in the field/branch of education are received the title "Technician". Graduates of the Anatolian Vocational and Technical Secondary Schools which offer a four-year program in line with the Vocational Education Law (Mesleki Eğitim Kanunu), No. 3308 are given a certificate of mastership. This certificate allows them to open an independent business related to their own fields. The document of opening an Independent Business is prepared by the school's one-school system.

In Article 70/A of the Regulation on Secondary Education Institutions updated in 2017; those who succeed in the examinations of the 11th grade of the vocational education centers and those who do not have the failed courses and those who succeed in the mastery examinations made at the end of the theoretical and practical training period are given the Certificate of Mastery. Mastership/business pedagogy completion certificate is issued to those who successfully complete the courses of business education offered by schools and institutions, who have the document of mastery and who do not have mastery certificate and who have the competence at least at a mastery level in terms of learning. Those who have received at least pre-graduate level vocational education can attend a business pedagogy course opened by schools/institutions. Those who successfully complete this course will be given a master instructor certificate. Used in conjunction with master trainer certificate, mastership certificate, workplace opening certificate or at least associate certificate In the 69th article of the same regulation, for the students to get a diploma, they need to graduate from at least the secondary education institution and at the same time the vocational and technical secondary education diplomas belonging to the related fields/branches are organized for those who are entitled to mastery certificate at the same time. Vocational education center students who do not have a diploma of a secondary education institution have to acquire the mastery certificate in order to obtain a diploma, as well as have to achieve the different courses to be determined by the Ministry through open secondary education institutions. Vocational and technical secondary education diplomas of those who have mastery certificates are organized by Vocational Open High School. Europass Certificate Supplement has been implemented by the Board of Education and accepted by the Presidency.

Europass certificate supplement and branches are applied to the area of vocational and technical secondary education prepared and Education, since the academic year 2013-2014, has started Europass certificate supplement regulation. The Europass certificate supplement published by the National Reference Point and the first reference point for vocational education in our country has become operational in the preparation of the website. In addition, students who graduate from vocational and technical high schools manage the courses, modules, credits and regulated documents showing the vocational training in enterprises.
