6.6Assessment in vocational education and training

Ukrainian laws on Complete General Secondary Education and on Vocational Education and Training define the types of assessment of learning outcomes in the VET system. VET institutions carry out continuous (current), thematic, intermediate and final assessment of learners' knowledge, skills and abilities, as well as certification of qualifications.

The following documents define the procedure, content and approaches for assessing the learning outcomes of VET learners, in particular through state qualification examinations and other qualification assessments: 

Learners assessment

According to the Ukrainian legislation, the assessment of learners' academic achievements in VET institutions is carried out in two areas:

  • Assessment of learning outcomes in general education subjects. Ukrainian VET institutions provide education in natural sciences and mathematics, social sciences and humanities following the standard of the standard educational programme for general education institutions at the third level. The principles and methods of assessment in VET are similar to those in the system of complete general secondary education.

  • Assessment of professional training of learners, which includes professional theoretical and professional practical training. 

Professional theoretical training focuses on acquiring general technical and specialised knowledge. The purpose of assessing the learning outcomes include general technical, technological and specialised knowledge acquired through the study of relevant disciplines and the ability to apply this knowledge and skills in professional activities. 

Professional practical training consists of production-based learning in training-production workshops, laboratories, enterprises, construction sites, etc. The purpose of assessing the learning outcomes is to evaluate their ability to apply the acquired professional knowledge in performing educational-production or control tasks.

The learner's vocational training is assessed on a 12-point scale with four levels of achievement -  initial, basic, sufficient and high:

  • The initial level corresponds to 1-3 points;

  • The basic level corresponds to 4-6 points;

  • The sufficient level corresponds to 7-9 points;

  • The high level corresponds to 10-12 points.

The VET legislation of Ukraine establishes a four-level 12-point scale for current, intermediate, final assessment and for certification of learners' qualifications. 

Continuous (current) assessment in VET takes the following forms:

  • Lesson surveys of learners;

  • Control and test tasks;

  • Other forms of assessment that meet ethical, methodological and pedagogical standards.

Thematic assessment takes the form of a thematic survey or testing of learners. Teachers, educational authorities and founders independently choose the methods of continuous (current) and thematic assessment of learners' knowledge, skills and competences.

Intermediate assessment is conducted through:

  • Semester tests; 

  • Semester certification;

  • Annual final tests;

  • Annual final certification;

  • Qualification certification;

  • Individual assignments for learners.

The curricula determine the forms and frequency of intermediate assessments.

The final assessment includes the state qualification certification. At this stage employers' representatives participate in the assessment process.

Progression of learners

Learners progress to the next level of study on the basis of the decision of the pedagogical council and the relevant order of the head of the VET institution. In order to progress, the learner must obtain at least 4 points as a final mark in the subjects listed in the supplement to the diploma for a qualified worker or junior specialist at a certain VET level. It also includes an exemplary or satisfactory behaviour mark. The Regulation on the organisation of the educational and production process in VET institutions (Положення про організацію навчально-виробничого процесу у професійно-технічних навчальних закладах) provides for certain exceptions. According to this Regulation, learners in non-graduate groups have the right to re-assessment or re-test to improve their grades, but in no more than two subjects, on the basis of a written request and the relevant order from the head of the institution. Learners who receive a final grade below 4 points in professional practical training or fail more than two subjects may face expulsion, based on the decision of the pedagogical council and the corresponding order of the head of the VET institution.

Certification 

The certification of learners' qualifications in VET is a final or intermediate assessment by means of state qualification examinations. Learners take these exams after each level of study and upon completion of the whole course. The Ministry of Labour and Social Policy of Ukraine and the MESU regulate the procedure of qualification certification and awarding of qualifications (Положення про порядок кваліфікаційної атестації та присвоєння кваліфікації особам, які здобувають професійно-технічну освіту). Successful learners receive a qualification at the appropriate level with a note in the document on VET.

The VET institution carries out the certification of learners' qualifications with the participation of representatives of enterprises, institutions and organisations that order training. The criteria for the certification of graduates are based on a 12-point scale for assessing the learner's academic achievement.

Learners who have completed the whole course and obtained at least 4 points (average level) in vocational education and all subjects listed in the diploma (certificate) supplement can take the state qualification assessment.

Learners who successfully pass the qualification assessment receive a state-issued certificate confirming the award or upgrading of their working qualification.

Graduates of VET institutions who reach the qualification level of skilled worker receive a state diploma. If the graduate has received a complete general secondary education in addition to VET, they receive a state certificate of a complete general secondary education together with the VET qualification document.
