11.3Quality assurance in adult education and training

Responsible bodies

In accordance with the General Law on Education, the Centre for Vocational Education carries out the activities of quality assessment and quality assurance of educational work in the field of vocational education.

The Centre for Vocational Education performs the tasks of quality assurance and quality improvement of educational work of institutions, at least every four years based on the Methodology for quality assurance and quality improvement of educational work at institutions of vocational education and adult education.

Approaches and methods for quality assurance

The assessment of quality of an institution is done in terms of the following areas:

  • Governance and organisation

  • Teaching/learning and training – carrying out VET programmes

  • Achievements of students/learners in vocational education

  • Cooperation that allows responding to the needs of partners in vocational education

  • Compliance of work with legal regulations

  • Quality of teachers, trainers and associates (other staff)

  • Quality management

  • Material resources

  • Keeping documents and carrying out procedures

  • Assessment of competences.

The selection of key areas and indicators for assessing the quality of adult education providers is done according to the specific features of each institution.

In accordance with the General Law on Education, quality assurance and quality improvement of educational work of institutions should be carried out annually for certain areas, and biennially overall.

The institution should pay special attention to the following areas of quality:

  • Governance and organisation

  • Teaching/learning and training – carrying out VET programmes

  • Achievements of students/learners in vocational and adult education

  • Social partners’ needs.

One of the forms of ensuring the quality of initial work at adult education institutions is also based on their licensing by the Ministry of Education, Science, Culture and Sports which is conducted in accordance with the Rulebook on more detailed conditions for establishing institutions in the field of education.

Adult education quality improvement requires an adequate system of monitoring and evaluation of educational programmes. The Centre for Vocational Education has prepared questionnaires for learners in programmes for acquiring national vocational qualifications and learners in programmes for acquiring and developing key competences which have been submitted to the Employment Office of Montenegro and adult education providers. The questionnaires collect information on the quality of the programmes of education and the quality of adult education providers performing them, aimed at their improvement. The Employment Office of Montenegro was also provided with the questionnaire for employers for whose needs unemployed persons had been trained, in order to determine how satisfied employers were with the competences of those who completed the programme successfully.

The efficiency and effectiveness of monitoring and evaluation of adult education activities can significantly contribute to keeping records and documentation. The Centre for Vocational Education and the Department of Information and Communication Technologies of the Ministry of Education within the framework of the EPALE project, worked towards creating conditions for keeping an electronic database of adult education providers within the Montenegrin Education Information System (MEIS) which is managed by the Ministry of Education. The database will include data on programmes implemented by adult education providers, teaching staff carrying out these programmes, learners, etc.
