Adult Education Providers
In accordance with the Law on Adult Education, adult education can be organized at a school, specialized organization for adult education (work universities, training centres, driving school, etc.), institution for accommodation and care of persons with special educational needs, as well as at other legal entities that meet the prescribed conditions and have the license for work.
So far, the Ministry of Education, Science and Innovation has issued 128 licenses for work in adult education. Among the licensed providers largest number make private institutions, followed by institutions of secondary and primary education and several higher education institutions.
The majority of licensed adult education providers are in the central region of Montenegro - 80, whereas there are 31 in the northern region and 17 in the southern region.
Licensed adult education providers are education institutions carrying out, in accordance with the legislation, adult education programmes that lead to the acquisition of: national professional qualifications, key skills, key competences and knowledge and skills from various fields.
Adult education providers receive licenses to carry out activities from the Ministry of Education, Science and Innovation in line with the Rulebook on the procedure for licensing institutions from the field of education and in accordance with the programme of education.
The General Law on Education and the Law on Adult Education in Montenegro regulate the conditions related to programmes, premises, equipment, resources and teaching staff that the institution should meet in order to obtain a license to work in adult education.

The problem of lack of licensed adult education providers in certain parts of Montenegro (particularly in the southern region and some parts of the northern region) is obvious, and it should be overcome so as to ensure the principle of balanced provision and access to lifelong learning programmes on the territory of the entire country.
The assessment of the quality of licensed adult education providers is carried out by the Centre for Vocational Education in line with the Methodology for quality assurance and improvement of educational work at institutions of lower, secondary and post-secondary vocational education and adult education.
Educators carrying out programmes of education
Adult education is carried out by teachers, teaching assistants, instructors of practical education, lecturers, presenters and other professionals, in accordance with the law regulating the relevant field of education, or educational programme.
Educators must be trained in andragogy. Andragogical training is carried out according to the Programme for andragogical training of staff working in adult education adopted by the competent Council.
