10.1Management staff for early childhood and school education

In Turkey, appointment for the administrative posts in the Ministry of National Education is same for all administrators of pre-school, primary and secondary schools. This legislation determines the qualifications of the administrators for the schools in different types and sizes, and also addresses the working conditions, working duration and other major aspects of service.

Requirements for Appointment

In Turkey, the administrators of all educational institutions affiliated to the Ministry of National Education are assigned with the Regulation on Selecting and Assigning Administrators to Educational Institutions affiliated to the Ministry of National Education and the Regulation on the Appointment of Administrators. This regulation determines the qualifications of the administrators, the qualifications and qualifications that the administrator candidates should exhibit according to the school characteristics, their length of service and other working conditions. Accordingly: Assignment of formal and non-formal education school and institution administrators (director, assistant principal, and assistant principal) affiliated to the Ministry of National Education, with a regulation issued on 05/02/2021 (Electing and Assigning Administrators to Educational Institutions Affiliated to the Ministry of National Education) Regulation) has been revised. According to Article 5 of the said Regulation (1) The following general conditions are sought for those who will be appointed as a manager: The general conditions for the appointment of a manager are as follows:

a) To be a graduate of higher education.

b) To be working as a teacher in the Ministry staff as of the last day of the application.

c) To have an Educational Administration Certificate.

d) To be successful in the exams specified in this Regulation in terms of those who will be appointed to the management for the first time.

e) To be qualified to be appointed as a teacher to one of the educational institutions of the same type as the educational institution to which he will be assigned, and to have courses that he can teach in exchange for a monthly fee in one of the educational institutions of the same type with the educational institution to which he will be assigned.

f) Not being taken from the position of manager as a result of a judicial or administrative investigation within the last four years as of the last day of the written exam application.

fd) To have completed, postponed or exempted from the compulsory work obligation in accordance with the relevant legislation in terms of those who will be assigned to the directors of educational institutions other than places requiring compulsory work.

(2) If some or all teachers will be assigned to the directorships of educational institutions, which are appointed according to the results of the written exam/assessment/practice exam, it is not required to have been appointed as a teacher to these educational institutions by going through the same processes before.

In addition to those mentioned above, a) to be in the scope of workshop and laboratory teachers when they will appoint vocational and technical secondary education institutions as director, b) to be appointed as a director of imam hatip high schools. In addition, other field teachers may be appointed if there is no candidate under the specified conditions.  Those who will be appointed as directors of private education institutions; To have worked as a permanent teacher in science and art centers for science and art centers, to be a Guidance teacher for guidance and research centers, and to be a Special Education teacher for other special education institutions, To be a teacher of Turkish Language and Literature, History, Geography, Philosophy, Psychology or a foreign language for those who will be appointed as principals in social sciences high schools, f) Those who will be appointed as principals to sports high schools are required to be a physical education teacher.



In order to be appointed as a vice principal or associate principal to the schools, the candidates should hold at least one of the following criteria:

a) To have served either as a principal, founder principal, vice principal or substitute principal teacher,

b) To have worked as a branch director in Ministry posts except for the fields of educational and training provisions,

c) To have worked as a teacher in MoNE schools at least for four years in a full-time post,

d) To be a Physics, Chemistry or Biology field teacher if appointed to a Science secondary school as a chief vice principal,

e) To be a Turkish Language and Literature, Visual Arts/Painting or Music teacher if appointed to a fine arts secondary school as a chief vice principal,

f) To be İmam-Hatip field teacher if appointed to a Imam Hatip secondary school as a chief vice principal,

g) To be an atelier and laboratory teacher if appointed to a vocational and technical educational institutions as a chief vice principal.

h) To be a Turkish Language and Literature, History, Geography, Philosophy, Psychology or a foreign language teacher if appointed to a social sciences secondary school as a chief vice principal.

i) To be a physical education teacher if appointed to a Sports High School as a chief vice principal.

In case candidates with the necessary qualifications depicted in the second act are not available, other field teachers may be appointed to the target post.

The appointments to the educational institutions are carried out by the boards organized in the Ministry, city/towns (MoNE Educational Institutions, Regulation of Appointment of the Administrators, Article 8-12)

Conditions of Service

The colleague of the principal with respect to foregoing functions is the deputy principal. The deputy principal is responsible against the principal from functioning of the school and regular execution of the works. The deputy principal assumes functions commissioned by the principal with respect to administration, education and office affairs in the school. The deputy principle monitors the child development records kept by teachers, drafts or causes others to draft the monthly menu, organizes general hygiene works of the refectory and the school etc. The deputy principal substitutes the principal, when necessary (Regulation on Pre-school Education Institutions). The chief of section commissioned in practice classes under the structure of vocational and technical education institutions is responsible against the principle from proper functioning of the practice class. The chief of section coordinates functioning of its section, Offers guidance for teachers in preparation of annual and daily plans according to curricula and in other studies, monitors the child development records kept by teachers, monitors and supervises studies on health care, hygiene, alimentation of the staff, ensures health care controls of the children and keeps relevant records, cooperates with household management and alimentation teachers in drafting of the menu in order to ensure balanced alimentation of children, attends inspection of the provisions coming to school and daily cut out of provisions warehouses (Regulation on Pre-school Education Institutions).

Every teacher commissioned in the school drafts and implements annual and daily plans in compliance with the curriculum, signs teacher Working (Education) Hours Attendance Track Book, prepare necessary educational material for activities, ensures protection, maintenance and repair of educational materials, fills in Personal Info Forms of the children and Attitude Evaluation Forms enclosed in the pre-school curriculum, keeps development and health care records of the children, drafts year – end development reports and student files, participates planning of studies related to education of families and implements the plans for special days to be celebrated in schools, attends to general education activities in schools, takes necessary measures for education of children in need of special care, fulfills work shift duties in compliance with shift schedule, examines and undersigns the law, statute, directive, circular and Communications Journal, attends to the meetings of teacher's board and branch teacher's board, assumes the function of assessment officer in case of commissioning and necessity, undertakes all other functions related with education to be commissioned by the administration, attends to the breakfast and lunches in schools together with students as being one of the principal functions and ensures regular nourishment for children (Regulation on Pre-school Education Institutions). The pre-school education institutions also have commissions such as wage fixing commission, procurement and inspection commission and delivery commission in order to assist the administrators in educational and administrative issues and servants such as master lecturer, official, physician, psychologist, cook, driver, technician, etc. depending on the status of the school (Regulation on Pre-school Education Institutions).
