Public education can be provided as adult education as well at primary and secondary school level.

The training and employment requirements of teachers working in adult education meet the conditions for teachers in general education, there is no difference in the regulations. Here the curriculum is similar to the general educational training, but school education being adapted to the student's occupation at work, family or otherwise, existing knowledge and age.

Adult education and training is all education and training outside the core task of general education, VET and higher education institutions.

Adult training activity may only be commenced in the possession of an official licence.

The Act on Adult Training does not in general have any special requirements regarding the instructors’ and teachers’ previous qualification and grading; the legal regulations applicable to the training institution and the type of training apply to adult training within the school system.
