According to the Adult Education Act (OG 144/2021), a teacher in adult education is an individual who conducts programmes in adult education and must meet the requirements specified by the education programme or the evaluation programme. The head of adult education performs professional development tasks in accordance with professional requirements and regulations, as well as other tasks related to improving and developing educational activities within the institution. As needed, the head of adult education may also engage in direct educational work with adult education participants. To perform the duties of a head of adult education, one must have completed a graduate university degree or an integrated undergraduate and graduate university degree, or a specialised graduate professional study, and have four years of work experience in educational roles within institutions in the education system. A person with a comprehensive qualification in andragogy can also be employed as the head of adult education.
For the position of institution director, a person who has completed a graduate university degree or an integrated undergraduate and graduate university degree, or a specialised graduate professional study, may be appointed. Teachers, heads of adult education, and directors have the right and obligation to undergo continuous professional development and training in the sector and in the field of andragogical competencies. This involves training in the areas of profession, andragogy, pedagogy, didactics, educational psychology, educational rehabilitation sciences, methodology, information and communication technologies, counseling, management, educational policies, and other areas relevant for the effective and high-quality performance of activities in adult education institutions.
According to the Ordinance on Standards and Regulations as well as Manner and Procedures for Determining the Fulfilment of Requirements in Adult Education Institutions (OG 14/2023), teachers involved in the delivery of education programmes for obtaining comprehensive qualifications must meet the requirements specified by the education programme and the regulations governing educational activities. Exceptionally, education programmes can be conducted by individuals selected in teaching and scientific-teaching positions at higher education institutions, within the scope related to the education programme, in accordance with regulations governing higher education activities.
