First level programs include associate degree and bachelor’s degree programs. Entrance to higher education programs at all levels depends on graduation from a general or vocational and technical secondary school and success in central exams. Except for programs that admit students through special talent exams (art, music, etc.), higher education institutions do not have the authority to choose the entrance requirements and their own students. The entry requirements and process for first tier programs are determined centrally by CoHE. Higher education admission and admission process is regulated by a legal framework and the basic principles determining the admission requirements are set out in the Law on Higher Education and related regulations.
