According to the National Education Law 1/2011, Article 59, it is possible to initiate and organise educational alternatives in the preschool education system, with the approval of the Ministry of Education and based on regulations approved by an order of the education minister.

Alternative preschool educational institutions have organisational and functional autonomy, according to the specificities of each alternative method.

Teachers who teach educational alternative groups or classes have the right to their training and in-service training - delivered by the organisations, associations and federations that manage the development of the alternative concerned - to be nationally recognised by the County/Bucharest school inspectorate and by the Ministry of Education.

Educational alternatives are less common in crèches than in kindergartens, given that crèches are not yet fully under the coordination of the Ministry of Education.
