All relevant institutions, ministries and pedagogical institutes deal with pre-school and school upbringing and education and quality assurance and quality assurance in higher education. Agency for Preschool, Primary and Secondary Education has the authority to establish standards of knowledge, evaluation of the achievements and development of common core curricula.

Agency for Development of Higher Education and Quality Assurance has been established by Framework Law on Higher Education in BiH (Official Gazette of BH No. 59/07), as independent public organization. The Agency is competent, between others, to set clear, transparent and accessible criteria for accreditation of higher education institutions and adoption of norms setting minimum standards in the field of higher education, determine criteria for selection of domestic and international experts to provide assessment and conduct quality reviews and give recommendation on accreditation of higher education institutions, give recommendations on criteria and standards to the ministry of Republika Srpska, cantonal ministries and the Brcko District BiH, for establishment or termination of higher education institutions and for restructuring of curricula, give recommendations on criteria for licensing of higher education institutions and curricula ect.
