2.2Lifelong learning strategy

In the framework of the EU project entitled "Strengthening the Capacity for Human Resources Development in BiH" (IPA 2009), the document "Principles and Standards in the Field of Adult Education in Bosnia and Herzegovina" was drafted. In addition to accepted international and European principles underlying the policy of adult education in Bosnia and Herzegovina, the basic principles in this document relate to the determination of the importance and status of adult education in Bosnia and Herzegovina, its objectives and basic principles on which it is based.

The Council of Ministers adopted this document. The document "Strategic platform of development of adult education in the context of lifelong learning in BiH for the period 2014-2020" was made within the project.

Developing an "Strategic platform of development of adult education in the context of lifelong learning in BiH” applied the basic principles: a) partnership in the development and consensus of all stakeholders b) "common ownership" of policy documents and action plans c) transparency of procedures and joint decision making d) a combination of strategic documents; vision, long-term orientations and priorities e) continuously monitors and monitoring and the analysis and updating of plans f) The paradox of duality (strategic documents and action plans are dynamic and subject to change on the other hand should be largely, to respect and implement).

Strategic platform is intended primarily to competent authorities in Bosnia and Herzegovina as a framework for the development of strategies of development of adult education at the entity and cantonal / county levels, and level BDBIH. In addition, it can serve to create a favorable social environment and basic mechanisms for adult education in the context of lifelong learning.
