National Program for the Professional Development of Preschool Teachers 2026-2028

Within the framework of the National Program for the Professional Development of Preschool Teachers 2026-2028, regarding the holistic development of children aged 3-6 according to development areas, during 2026 it is planned to train around 3000 preschool teachers. By April 2026, 470 teachers have been trained. The training will continue until November 2026.

Starting of the first training programme for leaders of pre-school education

From January 2025 the first training programme for pre-school institutions’ leaders started including 60 participants nationwide. The first group is composed by 45 kindergartens directors and 15 candidates for kindergarten directors. This programme offered by the School of Directors is based on best international practices and professional standards for directors of institutions of pre-school education.

Increased controls in kindergartens to increase quality

In order to increase quality and to prevent cases of improper treatment of children in kindergartens several controls were undertaken in regard to how such institutions operate. From 90 private kindergartens inspected only 67 fulfilled all legislative criteria required for their operation. In order to guarantee more quality in these institutions such controls will be undertaken in more regularly bases and training of educators will be increased. 

Approval of the assessment framework for Kindergartens.

The inspection directorate of the National Agency for Quality Assurance in pre-University education approved the new "Assessment framework" for kindergarten level. This assessment document predicts for the criteria for respective internal and external assessment of these institutions.
