Teachers' salaries and allowances

  • Teachers’ remuneration is regulated by collective agreement at all education levels.
  • The minimum qualification level for teachers is ISCED 7 at all education levels. In addition, they undergo competitive examination and, until school year 2022/2023, teachers at secondary level are required to complete 24 ECTS in specific psycho-pedagogical subjects and teaching methodologies.
  • The salary progression of teachers depends on the number of years in service
  • In the state schools, teachers have the status of "non-civil servant public employees". Teachers are public employees with a private contract. These contracts are defined by schools under private law based on a national collective labour bargaining.

    School heads' salaries and allowances

    • School heads’ remuneration is regulated by collective agreement for the fixed part and at regional level for the variable part.
    • The minimum qualification requirement for school heads is ISCED 7 at all education levels. In addition, 5 years of teaching experience and competitive examination are required. 
    • The salary progression of school heads depends on complexity of the school and is decided at regional level.
    • School heads are public managers with a private contract defined by collective agreement.

      Family allowances are available as of 01/01/2022 - Legislative Decree No. 230 of 2021 

      As for the offer for children aged less than 3 years, beside public nurseries directly run by municipalities, there are several accredited private nursery and merely private institutes offering this type of service. Recently, due the lack of available places in public nurseries, ECEC services in company for employees are getting more and more common.

      Admission requirements and choice of ECEC setting

       ECEC for children under the age of 3

      Admission requirements are established at local level. Local authorities make priority lists to regulate admissions in case places available are less than the requests.

      Place guarantee to ECEC

      ECEC is organised in two separate levels according to the age of children:

      • Educational services for children aged less than three years,
      • Preprimary schools for children aged three years and over.

      Neither of the two ECEC levels is compulsory and there is not a legal guarantee to a place in any of them.
