Other staff in higher education include all administrative staff employed in libraries, secretarial offices, etc., all recruited through public competitive examinations.

Non-teaching staff operates in schools regularly. They are permanent state staff called ATA (administrative-technical-auxiliary). The working conditions of the ATA staff at all school levels are regulated by the collective labour contracts. The ATA staff is organised at provincial level. 

In December 2022, the Ministry approved the guidelines for students' guidance (Linee guida per l'orientamento), which aim at strengthening the connection between lower and upper secondary education, tackle early school leaving and promote access to tertiary education. 

The following sections describe the appointment procedures and the conditions of services of management and other non-teaching staff involved in the education and training system, adult education included.

2026

New National guidelines for the curriculum for preprimary school and the first cycle of education

On 27 January 2026, Ministerial Decree 221/2025 was published in the Official Gazette, containing the new National guidelines for the curriculum of preprimary school and the first cycle of education.

The new national guidelines entirely replace the previous text published in 2012 and will apply from the 2026/2027 school year.
