Higher education institutions enjoy academic freedom. Universities autonomously arranges financial, organizational and personnel selection, in accordance with the legislation in force.

Universities can organize the activities of teaching, research, innovation and creative activities, design and develop programs of study and determine the areas of scientific research activity, organize the process of promoting academic staff.

Organizational autonomy and selection of personnel is guaranteed by the right to determine independently the number of staff, the criteria and selection procedures, as well as to determine the salaries of staff in accordance with the form of the institution.
