The Managing Board of the educational institution is a collegial body which is charged with ensuring quality of performance of the institution, financial and economic management of the institution and its assets, development of the institution profile, effective engagement of social partners to respond effectively to market needs.

Education Staff in Vocational Higher Education Institutions teaching theory should have University Diploma on the special filed (4 year’s level), First Level Diploma (3+1) or Master Diploma (3+1), even Second Level Diploma (3+2). Regarding Instructors in VET, they can have even Secondary Vocational Education.

Despite Directors of Institutions for Adult Learning and Training, teacher and Instructors, social partners are organizations that represent the interests of employers and employees, which participate in the system of vocational education and training and, together with state administrative institutions. There are also other partners, chambers of commerce and industry, non-profit organizations, various communities that participate in the system of vocational education and training.
