Teachers' salaries and allowances

  • Teachers’ remuneration is regulated by top-level authorities for all education levels.
  • The minimum qualification required for teachers at pre-primary level is ISCED 6 in pre-school education and ISCED 7 for all other levels, In addition teachers are required to have 5 months experience, and state professional examination.
  • Salary progression of teachers depends on the grade scales and professional performance evaluation. The salary for starting teachers corresponds to the salary of a teacher; the salary after 10 years corresponds to that of a teacher mentor; the salary after 15 years corresponds to that of a teacher advisor; and at the top of the career, to that of a teacher counsellor.
  • Teachers are civil servants.

    School heads' salaries and allowances

    • School heads’ remuneration is regulated by top-level authorities for all education levels.
    • The minimum requirement for school heads at pre-primary level is ISCED 6 and ISCED 7 at all other levels. In addition, school heads must meet other requirements for a teacher or counselling specialist at a basic school (single structure ISCED 1 and 2), have 5 years work experience in education, professional title 'councilor' or 'advisor' or title 'mentor' for 5 years.

      Kindergartens using alternative pedagogical principles

      In the 2023/2024 school year, there were 416 kindergartens, of which 317 were public (209 school-based) and 97 were private kindergartens and two were private preschool teachers. In the 2023/2024 school year, most children attended public kindergartens (94 %).

      Private kindergartens can provide programmes applying alternative pedagogical principles:

      Objectives and accessibility

      Home-based care can be organised by childminders. Childminders are not qualified to carry out the preschool education programme; they provide only care. They have to enter the register of childminders at the ministry responsible for education.

      The minister responsible for education specifies further requirements for home-based settings.

      The Kindergartens Act specified the objectives and goals of early childhood education and care (ECEC).

      Admission requirements and choice of settings

      The entitlement to enrolment in early childhood education and care (ECEC) is universal for all preschool-aged children. Parents decide when and where to enrol their child.

      Place guarantee to ECEC

      Children are entitled to a place in a kindergarten from the age of 11 months. Preschool education is not compulsory.

      It is the responsibility of municipalities to guarantee a place in a kindergarten to all entitled children in their respective catchment areas (Kindergartens Act).
