Kindergartens implementing specific pedagogical approaches

In the 2025/26 school year, preschool education was delivered by 413 kindergartens, of which 108 were independent institutions, 210 operated within basic schools, and 95 were private providers. Most of the children (94%) attended public kindergartens.

Objectives and accessibility

Home-based preschool education may be organised in the home of a preschool teacher or a preschool teacher assistant employed in a kindergarten, or by a private preschool teacher, who must be entered in the register maintained by the ministry responsible for preschool education. Kindergartens organise this form of provision in accordance with local needs and interests, and with the consent of the founder.

Admission requirements and choice of settings

The entitlement to enrolment in preschool education is universal for all preschool-age children. Parents decide when and which kindergarten to enrol their child in.

Place guarantee to ECEC

Children are entitled to a place in a kindergarten. Preschool education is not compulsory; parents make enrolment decisions.

Municipalities are responsible for ensuring a place in a kindergarten for all eligible children in the relevant catchment area of their permanent residence (Sections 9 and 10 of the Kindergarten Act).
