Teachers' salaries and allowances

  • Teachers’ remuneration is regulated by top-level authorities for all education levels. For school heads position and motivation allowances are regulated at local level.

  • The minimum qualification required for teachers at pre-primary, primary and lower secondary level is ISCED 5. However, the majority of teachers have a master’s degree (ISCED 7). The new regulations on ITE, introduced in the 2019/2020 academic year, set the minimum qualification at ISCED 7 for newly qualified teachers who will enter the teaching profession starting in 2024/2025. For upper secondary level, ISCED 7 and teacher qualification are required.

  • Salary progression of teachers depends on qualification, seniority and grade scales. 

  • Teachers have specific status. They are employed based on The Teachers' Charter regulations, and are not subject of Civil Service Act.

    School heads' salaries and allowances

    • School heads’ remuneration is regulated by central/state government. Existing school heads' allowances are regulated at local level.
    • The minimum qualification required for school heads is ISCED 6 for pre-primary, primary and lower secondary levels and ISCED 7 for upper secondary level. In addition, all school heads must have 5-year teaching experience, university or post-graduate completed studies in management or a qualification course in the field of education management.
    • Salary progression of school heads depends on the qualification level, position on the professional advancement scale (appointed or chartered teacher), amount of school head/position allowance.
    • School heads' status is regulated by "Teachers charter regulation".

      Admission requirements and choice of ECEC setting

      Admission requirements

      Childcare at crèches and day-care provider settings (home-based provision) are available to children aged at least 20 weeks, and kids’ clubs to children aged at least 1 year. Children can attend those settings until the end of the school year in which they reach the age of 3 years; where it is not possible or difficult for the child to participate in preschool education, the age limit is 4 years.

      The key tasks of crèches and kids’ clubs include:

      • providing care to children in conditions similar to a family home;

      • providing appropriate care and education to children through the organisation of play activities with educational elements, while considering their individual needs;

      Place guarantee in early childhood education and care (ECEC)

      Children aged up to 3 years

      Care for children aged up to 3 years is a statutory task of the commune (gmina, the lowest-level local government unit). However, there is no guarantee in the legislation to provide a place at a childcare institution to children aged under 3 years.
