Curriculum, subjects, number of hours
From 2020 there are around 211 subject curricula in vocational education. Also, there are seven common core subjects. Mandatory subjects in all the vocational programmes are Norwegian, Mathematics, Natural Sciences, English, Social Science and Physical Education. There are at present ten areas of vocational education in year 1. These lead to 52 different subject curricula in year 2 and further craft and trade specialisation which most often is enterprise-based training.

School heads' salaries and allowances
- School heads’ remuneration is regulated by the local authorities.
- The minimum qualification required for school heads at pre-primary level is ISCED 6 (3 years) and ISCED 6 (4 years) at all other levels. In addition at least 3 years teaching experience is required for primary education, and 4 for secondary education.
- There are no statutory salaries for school heads. The increase of salaries of school heads is a result of yearly collective agreements. Salaries at all education levels, are mainly settled at the local (municipality or county) level. The salary is a matter for local autonomy

Teachers' salaries and allowances
- Teachers’ remuneration is regulated by collective agreement for all education levels.
- The minimum qualification level for teachers at pre-primary level is ISCED 6 (3 years) and ISCED 7 (5 years) at all other levels. As of 2022/2023 newly qualified teachers have qualification ISCED 7. The legally sanctioned requirement for this qualification is still not an obligation. However, the biggest share of teachers at primary and lower secondary levels have higher qualification (60 additional ECTS). At upper secondary education level, the biggest share of teachers have a master’s degree (ISCED 7), 60 additional ECTS and pedagogical studies.
- Salary progression of teachers depends on the level of qualification and the number of years in service.
- Teachers are civil servants.

Open kindergarten is a third type of early childhood education and care available in Norway. There are a total of 110 open kindergartens in Norway (36 municipal and 74 private).

4.4.1. Objectives and accessibility
Family kindergartens (see the Kindergarten Act, Section 15) provide another type of pre-primary education, usually for children under the age of 3 years. Family kindergartens are organized in private homes, with a smaller group of children than in centre-based kindergartens and an assistant under the supervision of a pre-school teacher, who normally has responsibility for several homes.

The Framework Plan for Kindergartens states the fundamental principles, goals, learning content, and activities for all kindergartens, both public and private. Also, included in the framework plan are the political and social functions of the institutions and the importance of early childhood as a life phase of intrinsic value.
