School heads' salaries and allowances

  • School heads’ remuneration is regulated by top-level authorities for lower and upper secondary education levels. In pre-primary and primary education, there is no school head as such. The president of the school committee is responsible for its management.
  • The minimum qualification required for school heads in secondary is ISCED 6. In addition, school heads are required to have 5 years of experience in teaching.
  • Information on salary progression is not available.
  • School heads are civil servants.

    • Teachers’ remuneration is regulated by top-level authorities for all education levels.
    • The minimum qualification requirement for teachers at primary levels is ISCED 6 and at secondary ISCED 7. In addition, teachers undergo competitive examination.
    • Salary progression of teachers depends on the number of years in service and the acquisition of additional qualification through continuing education programme.

      Objectives and accessibility

      Like all service provision in the field of ECEC, home-based child-care provided by one or more childminders ( also known as parental assistants) is the responsibility of the Ministry of Education, Children and Youth.

      Admission requirements and choice of ECEC setting

      Parents or guardians of children aged 0-3 years can choose among private and public ECEC providers. Their children are accepted according to the facility's available places. Providers may set their own admission criteria, for instance the child's commune of residence. Communal crèches often give priority access to the children residing in the commune. Parents or guardians enrol their children directly with the service.

      Place guarantee to ECEC

      Education and care for children under the age of 3 years

      Children under the age of 3 years do not benefit from a place guarantee in an ECEC structure.

      Alternative approaches in public elementary schools

      For preschool cycle 1 of elementary school (pupils aged 3-6 years), there are schools offering alternative functioning methods and/or pedagogical approaches to those of most other schools:

      Today, Luxembourg's public offer of education includes a number of international pathways as alternatives to the regular Luxembourgish school system. These provisions are managed under the authority of the Ministry of Education, financed by the state and offered free of cost to the learners in state-funded establishments.
