    School heads' salaries and allowances

    • School heads’ remuneration is regulated by provincial/regional authorities or sub-regional/inter-municipal authorities for pre-primary level and by top-level authorities for all other education levels.
    • The minimum qualification requirement for school heads at all education levels is ISCED 7 and 5 years of teaching experience.
    • The salary progression of school heads is based on years in service (1% per year of service).
    • School heads are not civil servants but classified under specific labour category.

      National Information

      One of the main principles in the Bulgarian education system is innovation and effectiveness in pedagogical practices and in organisation of the educational process on the basis of scientific grounds and achieving results using innovations. The state, municipal and private kindergartens may follow innovative and specific educational programmes in compliance with the state educational standard for preschool education. Through these programmes, additional competencies are acquired, including outside the compulsory educational areas.

      There is no publicly regulated early childhood education and care provision that is delivered in the provider’s home.

      The School system in Bulgaria is regulated by the Pre-school and School Education Act, effective since 2016. School education is provided at state, municipal and private schools following State Educational Standards. Concerning vocational preparation at the educational institutions, it is additionally regulated by the Vocational Education and Training Act. 

      Depending on the type of teaching, schools are non-specialized and specialized. Specialized schools provide education in the fields of sport, arts, culture and for the needs of religious denominations.
