Following the dissolution of state inspectorate for education staff involved in monitoring the quality of early childhood education and care is part of Agency for Quality Assurance in Pre-University Education and of National Agency for Pre-university education. Also Local Governance Units monitor kindergartens and needles in regard to infrastructure. 

DECISION No. 121, dated 27.2.2026 ON THE ESTABLISHMENT, ORGANIZATION AND FUNCTIONING OF THE CENTRAL INSPECTORATE OF PRE-UNIVERSITY EDUCATION has been approved

The new structure will be financed from the state budget and other legal sources, while its budget will constitute a separate item in the budget of the Ministry of Education. 

The mission of IQAP is to guarantee compliance with legal requirements in all pre-university educational institutions, through the exercise of the inspection function.

According to the DCM, IQAP will verify the compliance of the activities of educational institutions with the regulatory framework in force and will ensure the unification of inspection practices throughout the country. One of the key functions will be the assessment of the fulfillment of the licensing criteria and the exercise of activity by private educational institutions, as well as the proposal to the Minister of additional administrative measures, including the suspension or revocation of the license.

IQAP will plan inspection activities through annual and monthly programs, will draft an annual inspection report and will inform the public about the decisions taken, increasing transparency in the education sector.

The institution will be organized at a central level, with jurisdiction over the entire territory of the Republic of Albania, while inspectors will also be attached to the regional directorates of pre-university education. The activity will be led by a chief inspector, who will appoint and dismiss inspectors and administrative staff, will administer the budget and will issue orders and instructions for the functioning of the structure.

The chief inspector will report directly to the minister responsible for education, while the structure and organizational structure of IQAP will be approved by order of the Prime Minister.
