Adult education and training in public institutions is organised by both the educational and labour Administrations. In each case, continuing professional development is organised by the corresponding administration.
Teaching staff in education and training offered by Education Administrations
In general, the organisation and incentives for the participation in continuing professional development activities are the same as those generally established for teachers who provide a similar education at other levels of the education system.
Both the continuing professional development provided by the autonomous communities and the Ministry of Education, Vocational Training and Sports (MEFD) and the postgraduate training provided by universities include courses and specialisations specifically focused on adult education.
On the other hand, at regional or local level, previous training is organised for teachers that impart distance education and who join the network of public institutions for the first time, whether they are teaching in the classroom or by distance learning. In addition, specific training courses are held for teachers who teach adult education, regardless of their experience.
Teaching staff in education and training offered by Employment Administrations
At state level, the State Public Employment Service (SEPE) establishes an annual plan for the technical-pedagogical improvement and updating of trainers, which has the following characteristics:
- when the actions are aimed at trainers in two or more autonomous communities, the training is provided through the National Reference Institutions network;
- if the training is specifically aimed at trainers of one autonomous community, it is managed at regional level.
